Executive Summary

Peregrine is a crypto-intelligence platform being built around three practical questions: What is moving? Is it real? Am I still early? The public product stack centers on Scout, Shield, Manipulation Radar, Strike Window, Proof and Access. Supporting systems include Vision, Graph, Lock, Replay, Guardian and Exit Intelligence.

Scout V3 — public observational release

Available now: historical Scout detections and original SAGE scores, external-provider Base market snapshots, and timestamped buy/sell pool-swap observations from selected Base pools. A separate Solana discovery view displays GeckoTerminal source-reported trending and recently created pools; its buy/sell and buyer/seller figures are provider reports, not wallet-verified chain events.

Not yet certified: comprehensive Base/Solana coverage, independently verified wallet beneficial ownership, calibrated live SAGE, verified Solana RPC trades, and validated public trading alerts. Scout + Shield

Scout discovers emerging market activity and applies market-quality, chase-risk and manipulation-forensics guardrails. Shield separates contract/scam risk, admin or centralization risk, and market/liquidity risk. Missing evidence remains UNKNOWN; it is never silently treated as safe.

Manipulation Radar + Strike Window

Manipulation Radar analyzes holder and funding relationships where direct evidence is available, including common-funder patterns and linked-wallet signals. Strike Window evaluates whether an observed edge remains actionable after signal decay, crowding, liquidity, slippage and user-size constraints. Neither system guarantees price direction or execution quality.

Proof

Proof preserves prospective evidence and later outcome checkpoints so published research can be evaluated against information that existed at the time. The current hardening model uses initial-state commitments, append-only audit events, continuity tracking and measurable completeness targets. Both successful and unsuccessful observations remain part of the record.

Peregrine Access

Access is the planned evidence-led opportunity network. The intended flow is Discover → Investigate → Publish Evidence → Access Window → Eligibility → Fair Allocation → Monitoring. Eligibility can use a 0–100 Access Passport with 40% time-weighted PERE commitment, 25% participation, 20% conduct/reputation and 15% Founder/contribution modifiers. Eligibility never guarantees allocation.

PERE Utility

PERE is designed as a participation, access and reputation layer across the Peregrine ecosystem: time-weighted commitment, Intelligence Credits, product/access economics, project-side Bond collateral, contributor incentives and security/bounty mechanisms. PERE does not promise fixed yield, guaranteed appreciation, allocation or returns.

PERE has a fixed maximum supply of 1,000,000,000 PERE and no post-deployment mint function. Public Presale: 200M. Ecosystem + User Rewards: 200M, including a separate 20M Referral/Growth vault. Presale Stages

The public presale contains ten build-gated stages: FIRST FLIGHT 10M @ $0.010; FALCON 14M @ $0.014; SCOUT 18M @ $0.020; VISION 20M @ $0.029; GRAPH 20M @ $0.042; STRIKE 22M @ $0.060; LOCK 22M @ $0.085; PROOF 24M @ $0.122; ORACLE 24M @ $0.174; GUARDIAN 26M @ $0.250. Stage progression requires the published milestone and either at least 7 days open or a sold-out stage. Fundraising amount, token price, marketing activity or exchange listing do not unlock a stage.

Vesting

Buyer vesting is stage-dependent: Stages 1–3: 60% at TGE + 40% linear over 30 days; Stages 4–6: 55% + 45% over 45 days; Stages 7–9: 50% + 50% over 60 days; Stage 10: 45% + 55% over 60 days. Team allocation: 0% at TGE, 365-day cliff, then 1,095-day linear vesting. The official planned TGE date is 1 January 2027. The on-chain TGE timestamp remains unset for now and will be configured later once finally confirmed; claims remain unavailable before TGE.

Referral Program

The referral system uses a separate 20M PERE vault and never consumes presale inventory. The base referral rate is 5%; after 5 qualifying referrals, the future rate becomes 7%; after 20, the future rate becomes 10%. Rate changes are not retroactive. Referral allocations follow the same-stage vesting rules and are subject to anti-self-referral, circular-referral and vault-cap controls.

Stage names below are presale milestone descriptions, not the current standalone product version. Scout V3 is publicly available as a bounded observational pilot with historical Base detections, external-provider market snapshots, and observed Base pool-swap events. Provider-reported Solana discovery is shown separately; venue-wide independently verified buying/selling wallets, complete coverage and calibrated live signals remain in development.

Audit Policy

Independent third-party audit work is a soft operational target, not an automatic on-chain stage gate. It should be commissioned as early as funding reasonably permits and may begin during FIRST FLIGHT. FALCON / Stage 2 is the target/default window if it is not started or completed earlier. Internal unit, fuzz, invariant and static-analysis work is not equivalent to an independent audit, and an audit cannot guarantee the absence of vulnerabilities.
